David serves as the program manager for the Assessment, Monitoring and Evaluation project with the Department of Defense. He recently retired from the U.S. Marine Corps after 30 years of service, with deployments in Africa, Asia, Central/South America and the Middle East. David has experience planning and leading conflict/stabilization, security cooperation and Partner Nation military collaboration programs. His experiences also include the development and supervision of a women’s engagement program in Al Anbar, Iraq as well as lessons learned for civil affairs.
He has worked with USAID, Department of State and NGOs on a variety of projects in a variety of locations worldwide. He has led joint military teams in support of U.S. Partner nation military forces and Ministries of Defense, as well as working with USAID and the Department of State.
David holds a B.A. from the University of Tennessee and a J.D. from the University of Memphis.
